Default Blog hosting but not a blog

The siit I am currently developing needs a members area where the members can create their own profile as well as contribute material they have written , the only software apart from a forum, we have a forum but I want to keep that seperate to site so that members can communicate through the forum and not the 'blog'

What is happening at the moment is people are contributing via email or uploading files,then I have to create a page and then add it to the site with contacts to their email,

I would however like to be able to create the members area so that the members can automatically add to the site when they wish, but with strict controls over what is posted as well as rules to the site basically stating this is NOT a BLOG if you wish to talk to people then please use the forum this is for posting written material only etc

I have also come across wordpress which enables the hoster to create a blog for the site, and the end users may join and leave comments only, this is ideal as it does not give free reign to anyone using the blog and gives me sctrict control over what is posted and allows me to have exaclty what I need, this means also that members subscribe to the blog rather than join and create a blog of their own which I think neatly avoids the No Blog Hosting rule (I hope!)

Anyway clarification would be appreciated

You can look into Joomla and add members with writing/publishing privilege. Joomla is more flexible and you can add different components for your site.
