Is there is a problem with ftp server???

Today I tried to loging to the ftp account using AceFTP with the same settings but i got this error:

Connection refused
Delaying for 30 seconds before next attempt...

Server: Duck

I can login to the cpanel, when i click on "Legacy File manager" it is not working and very slow please fix the ftp.

Thank you ftp is working again i don't know if there was a problem in the server or it was just an internet problem ...
