lost planet extreme condition for PC error?

when I start directx 10 version It says ERR03 failed to initalize directX10

my PC has DirectX 10.0, someone help me

First is your pc responding to the minimum system requirements, second mayby your graphic card cant use directX 10 (solution: buy new card)
