How to install network manager in xubuntu, without connecting to the internet?

How to install network manager in xubuntu, without connecting to the internet? I downloaded network manager through my desktop, and put it on my laptop. While installing it said it needed network connection which my laptop dosen't have.HelpI do have a wireless card Netgear wg511t which needs to be handledAlternatives would be welcomed

Well it does need an internet conection because thats the whole program is about helping manage your wireless computers in your home
