Default Coding a member section for my website

I would like to code a member section to my website but I don't know what code I will need to achieve this.

I would like to incorporate the member login section with a mysql database so that users can register once on my site to use any of the resources and could use the same login for the main pages of my site, the forum and any other sections that I create that require a login so that my whole entire site will use only one registration section and users can use one login to access any part of the site.

Please help me to achieve this.

i would suggest you to use joomla or drupal for this
these are the best options for a system of your choice
you can integrate your PHPBB forum to joomla & i think to drupal too

if you wish to see some good templates for it

I currently am using Joomla for parts of my site. I would like to know if I can code the member section to integrate joomla, phpBB and the normal html sections together or if I have to dump everything onto a cms for it to work and how would I put phpBB into Joomla for the member login section and usernames to overlap on each other???

I would like to keep some of my pages strictly html without a cms as yet as my friend who helps me with the site currently hasn't learn't html or css and I would like him to learn those first before diving straight into a cms so that he can help me with the template we are currently creating for the site.
