How do you install Forum. Do you have to pay for one or you just program it like webpage. If you have to program it please tell what language to use and why. Thank you

Free forum softwares are -
Phpbb - The forum is very uncustomizeable and the admin cp looks very bad.

Smf - Don't know much about it.

Forum softwares that cost are -

Invision Power Board(IPB) - is highly customizeable. You can add almost any modification to it that you want. There are many sites that will give you in finding the correct mod and helping you install it or making a mod for you. There are a whole lot of Administrator abilities to it and will take a while to figure out what some of them do.

vBulletin - It is very easy to navigate through the board.

If u wan't a free forum software i recommend using Smf cause i have heard many good things from people about it.

depends on what your doing. SMF doesnt have the community of MODs behind them like phpBB does but SMF is more advanced when you first install them. Depends really on how long your going to spend making the forum

I would have to say that SMF IS good, better than PHPbb as there are alot of mods for SMF - and it is easier to customise!

yes smf is really good, very light and compact to your site. you can use it. phpBB can be your another choice or IPB.
